GREAT DECISIONS - NOVEMBER 19


The Great Decisions foreign policy group meets Thursday, November 19 from 7pm - 8:30pm at the Bozeman Public Library. The topic is "The Arctic." We are pleased to have Steve Bruner as the moderator for this event.

The 2009 Great Decision books, which include all the articles for this year, can be checked out at the library. Before the discussion, a 20-minute televised segment of the Great Decisions program will be shown that gives expert opinions about the topic at hand. The televised segment will begin at 6:40pm.

Topics for the discussion on November 19 include:

- Rising global temperatures have created new opportunities in the Arctic for resource extraction and inter-continental transport. How will sovereignty disputes among the five countries that border the Arctic affect its potential development?

- What impact will this race for the Arctic have on an environment already in serious flux?

MCIV and Friends of the Library coordinate the Great Decisions program locally by setting up discussion groups and providing knowledgeable, volunteer moderators. Local community members gather to discuss and debate the current issue after reading the monthly article published in the Great Decisions briefing book. The books are available for purchase or check out at the Bozeman Public Library.

Great Decisions, the Foreign Policy Association’s Education program is a flagship educational program that was started in 1954. Since then over 400,000 participants nationwide have benefited from the program.

Bio for Ambassador Peter Galbraith:
Peter W. Galbraith has served in senior positions in the US Government and the United Nations. Most recently, he was Deputy Special Representative of the Secretary-General of the United Nations to Afghanistan and an Assistant Secretary-General of the UN. He was recalled on October 1 after he urged the UN take more forceful action to deal with fraud in Afghanistan’s presidential elections.


From 1993 to 1998, Peter Galbraith was the first US Ambassador to Croatia where he mediated 1995 Erdut Agreement that ended the Croatia War. From 2000 to 2001, Galbraith was Director for Political, Constitutional and Electoral Affairs for the United Nations Transitional Administration in East Timor (UNTAET) and a Cabinet Member in the First Transitional Government of East Timor. He designed the territory’s first interim government and the process to write East Timor’s permanent constitution. He also negotiated two treaties on East Timor’s behalf with Australia that effectively quadrupled East Timor’s share of oil and gas in the Timor Sea.

Ambassador Galbraith is one of America’s foremost experts on Iraq, having been a regular visitor to the country since the early 1980s. As a staff member for the Senate Foreign Relations Committee, he uncovered Saddam Hussein’s murderous “al-anfal” campaign against the Iraqi Kurds, documenting chemical weapons attacks on Kurdish villagers and the depopulation of rural Kurdistan. During the 1991 uprising, Galbraith was in rebel-held northern Iraq, narrowly escaping across the Tigris as Iraqi forces recaptured the area. His written and televised accounts provided early warning of the catastrophe overtaking the civilian population and contributed to the decision to create a safe haven in northern Iraq. In 1992, Galbraith brought out of northern Iraq 14 tons of captured Iraqi secret police documents detailing the atrocities against the Kurds.


Galbraith is a principal of the Windham Resources Group LLC, a Townshend-based firm that specializes in international negotiations for government and corporate clients. His most recent books are The End of Iraq: How American Incompetence Created a War Without End. (2006) and Unintended Consequences: How War in Iraq Strengthened America’s Enemies (2008).

We are pleased to have, Dr. Leah Schmalzbauer, a sociologist, and Dr. Tomomi Yamaguchi, an anthropologist, both in the Department of Sociology & Anthropology at MSU, as the moderators for this event.

LEAP PRESENTATION - OCTOBER 13

MSU's Long-term Educational Administrators Program for International Exchange will hold a presentation, Oct. 13 from 5:30-6:30 p.m. in SUB Ballroom A.

LEAPers are a Japanese university administrator group studying the U.S higher education system through internships at several offices at MSU. The presentation will introduce Japanese world heritage sites and discuss Japanese social customs. The presentation will also include short dramas and a dance performance. A reception will follow.

NEW INTERN - SHUKO IS HERE!

Hello! My name is Shuko and I am so glad to tell you that I started my internship here at MCIV yesterday! I am very excited to work with you, Megan, and upcoming groups. I am a member of the International Planning Group at the University of Tokyo in Japan; I have worked at organizing international conferences, supporting to build a new partnership program with other universities, etc. for four years. I supported some special programs at the Office of International Programs from June to August, so I very much look forward to assisting international visitors here at MCIV, too!
